I think something is not right

Actually this sentiment is more about of our government here. As far as I remember, this so called 4Ps program for the poor people was first implemented during the time of the 14th President of the Republic. The successor, the 15th during his term continue the program and until now with the current administration. The program provides cash assistance to the beneficiaries that will help them to supplement their needs they might not be able to achieve because of poverty. If you have to believe the purpose of the program, it sounds good and I think it’s good.
This afternoon, I saw long queues of people at banks ATM. Beneficiaries flock there to withdraw their cash assistance. This is the scenario every time they will cash out. I just have a little observation though about I’d say some of the beneficiaries. I don’t want to sound judgmental but I think some of them do not deserve to benefit based on their appearances and possessions. It should be the poorest of the poor who MUST purely benefit and not those INDIVIDUALS who still has the ability to earn enough for their living. Sometimes, I just can’t understand and cannot empathize how the system of our government implementing agencies work.

some households here in our neighborhood are always receiving aid, while some don't and are deep in debt. it seems that the "closer" you are to those in the barangay hall, the "luckier" you get. i hate the favoritism.

@ZedSmart that's how politics (supposed to be public service) works. it's like a seesaw depending on who is currently in charge.

i've always felt that some anomalies involve people on the inside because they know the loopholes and weaknesses of their system, both in public and private sector.

I have no doubt that there is some fraud going on but you cannot always judge people by their clothes and appearance. Those who seemed to you to be better off may not, after all, have been queuing to collect benefit but for quite some other transaction. I think that you are probably being too sweeping and hasty in your judgement.

@ZedSmart a neighbor told me that it's now disbursed through gcash, unlike in the past when it was personally handed out and held at the public elementary school.

I was not generalizing it. I agree that we cannot judge a person by his appearance but somehow we can assess that if a person could afford something more than the basic, much more he can with the basic. I understand what you are trying to point out. That what if they are not part of the group. There's a machine or machines intended just for them during the time.

This happens in India a lot where people who are of good standing still opt for government assistance which is only for below poverty line people
