Fad or Fashion?

I haven't seen any unusual fads/fashion items lately....until today.
The front of the outfit looks like the front of a pair of jeans; and there are slits for the arms to fit through.
Do you say fad or fashion? Would you wear something like this?

Does fad mean a fashion fail?
Now this looks super weird. Seems like her head is sticking out of a pair of jeans. How do you classify what she is wearing?

I don't know what they would call it. A fad is a passing thing...something that doesn't last long.

I would say fad because right now it may work but not necessarily later on. No, I would not wear it.
