Expensive budget, the forerunner of corruption

I was surprised by the cost of making reports to the legislature, which sometimes for the "budget" alone can reach millions of US dollars. In fact, these "reports" are just papers that sometimes have no effect on people's welfare. I prefer the implementation of policies that are serious and can make people happy and their lives prosperous, not reports that are only written on paper and never create public welfare.
