Carolina Panthers Owner Sued for Millions

So I'm going to quote this from ESPN because I don't completely understand it. I'm going to blame it on it just being morning lol.
So companies that belong to Carolina Panthers owner, David Tepper are being sued for more than $21 million by York county. The charge being presented is "improperly utilized funds the South Carolina county spent toward building infrastructure around the site of what was supposed to be the team's new headquarters."
This suit was filed Thursday and less than a month after the project was canceled.
I think I'm understanding this now.
Tepper was to pay for the new headquarters with a portion of public funds but apparently did not. The money that was supposed to be for the facility was spent elsewhere and that's why it became a canceled project.
Now the county wants the money for the $21 million back plus interest along with other compensation.
The Carolina Panthers have not said anything but let's face it, York county should actually win their suit.
