Taking different considerations

As I've posted it here before that I still have salary dispute in the company that I'm working as a customer service representative of an online shopping site for fashion dress and shoes. Totalling 16.55 hours as of the moment that is missing in my previous and current salary disputes or an equivalent of 2 days of unpaid salary. One of my teammates, gave a hint already that she filed a complaint backing up government agency handling employee - employer issues. She mentioned there will be arbitrary hearing on November 9 between her and company representative. That's too far yet. And she mentioned that she's taking consideration of resignation and applying to a good reputation company.
I didn't ask any help yet to a government agency who will handle the same case such as like her neither considering resigning and applying for a new job.
I'm taking too much consideration such as the following:
1. If I asked for help from a government agency, the chances of winning case, how many percentage?
2. If I'll resign, what will be needed to prepare ahead of time?
2.1. New job with nice salary and benefits
2.2. Enough bank account savings because I'll be expecting not to have my last pay with the company I'm working right now for 3 months and 1 month after with the new company.
2.3. Continue to be in BPO industry or go back to Librarianship field
2.4. Go to have a business

If you can, find a way to get a secondaryy source of income going before you quit your job.

Taking option one would take time as well since there will be hearing about the case and it will depend on how you provide your case vs their evidence to prove their case. Option 2 has many scenarios, but it can be feasible if you're financially stable at your end. Looking for greener pastures may be hard to get nowadays since we are still in a pandemic and finding a good employer is just hard to find but it’s possible that there are a few out there that may give good working condition.
