South Africans stealing their own power ?

In South Africa young black men are stealing hundreds of tonnes of industrial sized power cables and selling the copper for cash. Problem is some of these cables are live and these guys are getting electrocuted, what they call 'skinned off', self explanatory, really. But these guys are stealing so much of the power cables the country is suffering roiling blackouts . Power is being turned off to stop the networking collapsing, 45 billion Rand worth alone of cable in the Western Cape. They even stole 200 kms of railway tracks there.
Even the West are embarrassed about this self - destructive act in a country that is now being run by black Africans. The BBC call the power cuts 'aging infrastructure' rather than what they are, mindless self harm. I dont know why this country cant get their act together. Even President Cyril Ramaposa is under suspicion, a sofa stuffed full of hidden cash found in his ranch. There seems to be an attitude that because the white people did what they did before Mandela the black government should steal all the money back and let the country collapse.
