If only Peppie allowed this

In the photo you will see Ria sleeping on Peppie and Peppie seems quite pleased with that Unfortunately Sunny does not have that joy for reasons unknown. Peppie is normally a very understanding an affectionate cat but he keeps ignoring Sunny about which I have often talked here. What do you think could be the reason? Can anyone throw some light?
