Ministerial Duty

I really don't like how other government offices are given a mere "ministerial duty" to perform its job. I mean if you give the civil registry a ministerial duty to issue birth certificates, any person can just make up the necessary papers for them to get a birth certificate. The office just checks if all papers are present without even conducting an investigation or verification to determine the truthfulness behind all those papers. The ministerial duty just welcomes a lot of fraudulent documents.
