Who should be responsible for Electronic waste disposal - Manufacturers or consumers?

In my apartment, I see electronic waste being dumped alongwith plastic waste . AT times in office, I see a bin dedicated for electronic waste disposal. With smartphones and laptops being replaced every 3-5 years, question comes down to who should be responsible for electronic waste disposal - manufacturers or consumers?
I see less initiatives from electronic manufacturers or brands to see the product end cycle activities or promote safe ewaste disposal. In fact, next to plastics , e-wate is next highest pollutants. Government machinery across the world should be promoting safe e-waste disposal.
Consumers should also do their due diligence and dispose such electronics at the end of life cycle,instead of keeping old non-functional ones at home.
So,Who do you feel should be responsible for Electronic waste disposal - Manufacturers or consumers?

I was also worrying about this. Once I visited schools and majority of the teachers' concern were what to do with old computers and what could it be done as local repairers also still figuring out.

Well, only the manufacturers and e waste disposal experts can address those. Unfortunately, it is not addressed in most countries and regions. Thanks for sharing!

Both manufacturers and consumers should share responsibility for electronic waste disposal. Manufacturers should design products with recycling in mind and take back old devices, while consumers should properly dispose of their e-waste through recycling programs. There should be a balance of accountability rather than 'who should be more responsible' It's more sustainable that way, isn't it.

We can just put our electronic waste at the end of the drive, and then the scrap man just comes along and takes it.
