If you check "No, you cannot contact my prior employer" on an appplication,

Not with out your permission...but you should offer up a good reason as to why..other wise it looks as if you have something to hide..

I checked it once and told them it was because I still work there and did not want them to know I was looking for another job. They understood and had no problem with it.

If you don't give your permission no, however it will send red flags to him when you check no that there had to have been a major problem and he'll want to know aobut it, so you know you're going to get asked what happened in an interview. Don't be nasty or confrontational when that happens , tell him the truth plain and simple, no gorey details.
