Should reservation be given to OBC in medical?

Should reservation be given to OBC in medical? because just some days before our one relative died due to wrong treatment by a doctor, he is from ST.. I am not saying that all are same but 80% SC ST OBC doctors are not good at practice and its dangerous to play with some one's life.. what do you think...? I think it shouldn't be there..
