what's with the phrase "never ever"?

how can anyone know what will happen in the future? saying that you will "never ever" feel a certain way seems like you are trying to control the future, but that is not right. why not take a chance or a risk and just see what happens? and how can someone else accept it when someone else says "never ever" to them? i know this is a weird, confusing question..but it just doesnt make any sense to me. i can say that i will never ever do certain things, but i cant know that i will "never ever" feel a certain way!
