What is an appropriate curfew?

I would like your opinion on what an appropriate curfew for a 15 year old girl. My daughter who is 15 doesnt think she should have a curfew. I think it should be 11. She is very smart doing good in school but we have one proble. She doesnt think she should have a curfew because none of her friends do. But her friends are all 17 and 18 years old. I tried explaining to her that there is a town curfew and that applies to her too. I told her the only time she should be out after 11 is with an adult. Then she argues that her friends are 18 which technically is an adult. What do I say to this? Can you please give me some advice on what to do.

Personally at 15 I think 11pm on a school night is too late to be out. There is way too many things for her to get into trouble with. The stores, malls and most things are closed or closing. She should be in long before 11. Now on non-school nights I could see letting her be out a bit later but I still wouldn't let it go past 10pm. School functions or special events do get extra time but on general she should be in at an appropriate time.
