Do you re-gift? If so, what are the rules?

Hi, I have often re-gifted things I recieved and did not want, but my husband is concerned about me doing it and doesn't think it is appropriate. I know there are rules, like not giving the gift to the person who gave it to you, or to someone they know well enough to see it in their house, but in this case, I think the rules have some leeway. My family had a white elephant bingo for Christmas. These are gifts we "won" in the bingo and not gifts that were actually given to us, therefore, I think it is okay to give them in a gift basket with other gifts, to a person who knows someone who was at our party. Am I correct? My husband is afraid the girl who was at our party will tell them we got the gifts from the family bingo game. I say, "So what if she does?" Who is correct?
