That would be a substantial reason. China's real decline came with the Opium War and the ability for the UK to take out literally tons of China's silver. I think shortly before that China still accounted for about a quarter of the world's GDP. Thereafter the foreign powers just came in repeatedly to plunder at will. It went down from there.
