comma useage

Sinclair James Oliver Royal, II Is it correct grammar useage of the (Comma) or should there be no comma at all

I looked this up and found that appearantly both with or without the comma is correct grammar. Traditionally there has been a comma, but recent grammar rules have moved away from it. www.yawiki.org/j/1148372211952.html I don't know if this link will turn out or not as I couldn't copy and paste it (not over 500 yet).
