how to access the folder !!

how to access the folder or files ! if permission is not given to view or read !
like admin account ! and one user ! and user dont have permission to view files of admin or files restricted by admin.
any idea friends
i am facing a lot

In theory there should be no way to get around the permissions if you are not the administrator. That is the whole point of having a secure file system and file permissions in the first place. If there was a way to get around it then any Windows computer that has the guest account enabled is 100% vulnerable to any hacker to just log in without a password to the guest account and install anything they want and completely take over with nothing the user can do besides unplug the computer.

exactly but here case is different thundercat!
due to some reason i have to install new OS, now i want to access files which are stored in another drive (of which permission is not there )from new OS !
so that my files can be recovered to this OS !
but when i used to open that folder then it says permission is denied ! now here is i cant login again to that OS because it is corrupted ! but i havnt delete any files of that OS and installed another OS in other drive
