Why can't Maths be an optional subject in higher classes in schools?

Why can't maths be an optional subject at least in higher classes in schools as some children cannot manage tos tudy Maths they may be gifted in Arts subjects they may fare very badly in Maths besides studing Maths will take a lot of time also so if it was a optional subject at least they could concentrate on the subject of their likes what are your views about this?
