you should at least have a notepad for html. or Web application softwares --- VS, WSAD.. etc

Angelfire.com is a good site to create your first web page. It is pretty much step by step. It is good for beginners and you get a lot of storage space for pictures/music files or whatever else.

depends if you know languages of html php or other to make websites or not know this. if you dont know this you can use preinstaling scrip as php-nuke, post nuke, mambo. With this you only nees install in you hositng the scrip and change the information in a very easy administration
