Newbie- Needs help designing triplex control panel for company

I am a new staff in a company.I am given an assignment as follows.I have very less exposure to design eventhough i have experience in troubleshooting.But my inexperience is preventing me from constructing the panel.I am also not strong in electrical, my field being instrumentation.This is the assignment to design and fabricate. Triplex Transfer Pump set(2 duty + 1 Standby) Capacity: 25.8 L/Sec @ 39 metres Head,15 KW,415V,3Phase. Complete with the following: i) 3 Pumps ii) 2 Pressure tanks,200 Litres iii) 3 Non-Return Valves + 3 Pressure Gauges. iv) 3 Pressure Switches + 8 Gate Valves. v) 1 Control Panel + 1 Copper Header. vi) 3 Float Switches. all assembles on an epoxy coated steel base plate. My job here is to design and fabricate the control panel. My doubts obviously are a lot. 1) There are in total 3 pumps, 1 duty, 2 standby( 1 lead pump and 2 lag pumps that can also play the role of lead pump in the event of failure of lead pump).If we are to use STAR-DELTA , what is the wattage of pumps to be ?.why is this method used?. i have seen STAR -DELTA timers configured at 30 seconds. 2)I have understood the requirements from the quotation, but i am not familiar with the operation method of these.I will now explain all that i know about it. a) There are pressure switches that sense the pressure in the water line and starts or stops the pumps in accordance with the set point given.Float switches are also present, but where they are used ,i have no idea. I have seen a quadruplex pump control panel diagram, it gave me some idea about the location of components and the way an electrical system is wired like , it first goes to the isolater, then to the main contactor(some contactors have overload protection??).I know to wire till contactor.I also saw a Load Sharing Relay, but did not understand how it works.There were timers( STAR-DELTA, and OFF timers configured to 30 seconds).there was also a Phase failure Relay. The whole control diagram of the quadruplet pump set looked like the ladder diagram in a PLC, in fact, the whole control panel is a PLC exploded it seems, thats what i understood.I am not so strong in ladder diagram and hence here also i had a downfall.So i am requesting yourselves to please help me realise this control panel.From this mail, you might have known where i stand. I have ideas about the positioning of the components, spacings to be followed etc, but i dont know the way in which to properly think inorder for me to realise this control panel.I am having problems with the relays that makes the control action.Basically, i feel i am still on ground zero.It is not worth to get a triplex scheme from somewhere and present it.I want to learn, so i request you all to please help.
