By which date should the rent be paid?
How much notice must the owner give the tenants if he wants them to move.

a month noice should be given by owner so that the tenant can search for some other option.

Rent should always be paid by the due date, i.e. in advance unless your rental agreement specifies something different. As to how much notice the landlord has to give to the tenants, that too would depend on the rental agreement. It would also depend on which country you are in and what the laws of the country are.
In Australia it is generally accepted that if you have no rental agreement and pay your rent weekly, then the landlord only has to give you a week's notice but if you pay monthly, then you have to be given a month's notice. This means that the notice you have to be given by your landlord is the same period as that of how often you make your rental payments. However it might be different in your country.
