Does any political leader speak muck?

I do agree to the stand that India is a democratic country, where every individual has the right to express his views and opinions. But the recent statements by the Shiv Sena Supremo Balsaheb Thackeray on the President have been extreme. He has maligned the personality of a individual who has contributed to the technological progress of the country. Further, the quality of words utilized were also of very low genre, which is not expected of a leader of his profile. Should he be banned or expelled from politics? Should Election Commission take a stern view on such issues?
