Fear of shoes!

My two year old boy has just developed a weird fear of his shoes, partiuclarly new ones. When you put his shoes on he becomes frozen on the spot and refuses to move while he screams and cries. I have checked the fit of the shoe, which is OK. He will happily wear his old shoes (until he remembers whatever it is he is scared about) and then the drama starts all over again. I have just spent 25 minutes trying to get him to play outside with his new shoes on to no avail! Help! Is this normal?
