Technology Super Power?

With the approval of eight lakh new visa's for Indian Only by the United States and the recent statement by the Preseident on allowing intellectuals into the country, is a clear indication that US is intending to control the world and hence encourage brain drain in other countries. Intially it had Russia who was its worst competitor, but today there is none.
Are we succumbing to the US plans?
