who holds the responsibility

certain people enjoy evils they are stopping the smooth running of the entire world prostutation,terrorism,murder,rape,and so many others they have been a part of the worlds affair so many money and resources has been used up to stop these evils but it has given no satisfactory result.
i have heard somewhare if you are not the part of the solution you are yourself a pollution?
do you know any evils practised in your socity?have you ever tried to speak against them?
