Should we limit the amount of children we have?

With the demands of so many people on the land with food required to feed us all and land to house us, should all countries set up a policy to limit child birth to one per couple or is this against human rights or is it right to have many children and not be able to feed them?
Will we severely overpopulate our world?

I believe if the parents are supporting their own children then have as many as you want. Once the city or state has to step in and help support children then there should be a limit.
