High chair problems in restaurants

Why would anyone bring you a broken high chair for a toddler in a restaurant? When I point out that the strap or buckle is broken does the restaurant fix it or give it to the next person hoping they won't strap their child in? Shouldn't there be a safety instructor checking the high chairs, or do they only look in the kitchen?
