Why Pay to Volunteer

My dad was recently involved in a fairly major sporting event here in Canada and had to pay in order volunteer! How crazy is that??? PAY AND give up your time for them? I don't think so!!!
What do you think? Is this the norm? Perhaps the beginning of a new wave?

That's pretty crazy. I probably wouldn't volunteer in that case. Now, I could maybe understand if they made him simply pay the normal entry fee (though most places would waive that for volunteers, I should think), but if he had to pay an additional fee in order to be able to volunteer, that's pretty bad.
