Smaller Gas Tank v.s. Better Tires

I understand that good-year basically enforced a smaller gas fuel tank for nascar cars this year due to some technical difficulties with their tires, and is also a reason why they have harder tires, but it seems to me that their is a better way to go about this problem. To me a smaller fuel tank doesn't make much sense because it causes more pit stops, and for me I inpret that as less competition. From my point of view more pit stops mean more strategy and less actual road competition. Does anyone agree with me, or have anything enlightening to add to the subject?
