the person needs to first acknowledge having a problem and wanting, on his own volition to go to rehab. that way, he will want the treatment/therapy and will help himself get out of it. forcing someone into rehab will not work, as forcing someone to change if he refuses to will not achieve anything either.

Cope Behavioral Serivces (http://www.copebhs.com/) in Tucson, AZ is a non-profit group that handles susbstance abuse. In most cases the person has to be willing to go. Unless you can prove that they are in extreme danger of killing themselves or they have hurt someone else, you would not be able to get a court order or mandatory ruling for them to seek and complete a program.
