i write a lot of guides on the basics of speeding up computers. Since Windows XP is currently the most used OS in the world i will give you some tips to speed it up:
Delete old programs by going to control panel add/remove
run disk cleanup at accessories system tools
run defragmenter at accessories system tools
you could also download a registry cleaner or RAM optimizer for free.

Well, it's a good question.
The best start is the choice of the operating system:
if you can, install Mac OS X, this is the best operating system; the second choice, if you don't have an Apple pc, is Linux.
Linux has a lot of advantages:
It's virus free, quite stable, doesn't suffer of fragmentation of files and you can find a lot of open source software.
As you can understand, discard windows at all.
Next, you have to focus on what software do you need for your needs: install only that software and nothing else, for example almost all Linux distributions let you choose software packets depending on your interests.
This is the basic, now continue setting up your software.
