Neighbours form h***

So, I thought this would be a nice and quiet day. I know I posted a complaint against a neighbour before - but that was a normal saturday. Usually sundays are nice and quiet around here - and this is after all Palm Sunday. I expected people to be at least as calm and quiet as on a usual sunday. I am not sure exactly who is making the noise. Someone is doing some carpentry - on Palm Sunday. They are hammering away like crazy. Is this normal and acceptable behaviour?
