How do you handle an annoying neighbor?

I have a neighbor whose boyfriend just doesn't care how much noise he makes. He loves scooters and he modded it so the exhaust pipe emits a lot of noise. And he just doesn't care even if it's late in the evening and we're trying to get some sleep. I called him up one time and told him about that but he doesn't seem to listen at all. He's like, too insensitive about others concerns and he's in the military. If you have been on this same situation before, how did you handle it?

i just ignore them just to avoid quarrel. as long as he did not bother me and those kind of noise could not be avoided. i get immune to that since my house is beside a road and i could hear even in the second floor those noise of different vehicles. so when i really felt asleep i just sleep and do not heard them anymore especially when get tired. i think it depend on your adapting ability to adjust.

I have a vindictive evil neighbour at the moment, who I think is trying to provoke us into retaliating against her so that she can report us to the university (she hates students, we reckon, and wants an excuse to cause trouble for us).
I dealt with it the other night by yelling out of the window at her when she had a karaoke party at 1 in the morning with the door open (it was excessive, and there are kids in the area whom she was no doubt keeping awake), but we haven't a clue what we're going to do in the long-term. She keeps banging on the walls all the time, we don't think she's really all there.

hi deltax we just call the police as after a certain time in the evening its illegal in most USA towns and cities to be noisy when people are trying to get some sleep. the police will go
to the noisy neighbors and tell them to quiet down now or risk
getting arrested, their choice. so they do quiet down,.

Hi. deltax. I think that the best thing to do is to tell him how bad the noise he is making is too loud. If he does not listen to you then you should contact your landlord if you are renting. If this does not help then you will have no choice but to contact the police. Hopefully this will scare him into lowering the noise of his scooter.
