They should see it through to the end. When the job is done and stability is assured, then the troops should come home.
I'm curious as to what you are considering to be setbacks.

setbacks such as UK troops being captured by Iranian forces, Uk forces getting killed in Basra, Us forces being killed by Iraqi militants.

I don't consider the capture of the brits to be a setback in this war. It was a bad situation that could have turned into something much worse than a setback, but I didn't see any indication that it hindered the job being done in Iraq.
The deaths of anyone are tragedies. I guess they could be considered setbacks in a way, but the troops do get their bearings and carry on, I am sure with sadness but maybe more determined.
The setbacks in my mind are when the troops clear an area and then, because they don't have the man power yet, are unable to leave troops in place to maintain that security.
The civil unrest or war between the sunni's and shia is what keeps the country from making progress toward democracy. It is a shame that they can't lay down their weapons and put aside their hatred for each other in order to gain true freedom.

i agree, they self-destruct after all they've been through. i wonder how this will end? can't they be like the germans who after the wall was removed truly reunited?

I don't see how the troops can possibly be pulled out at this point. It is a two-edged sword...troops stay, there are people yelling get out, if they leave and Iraq is left to fend for themselves alone, there are some who'd yell, America and the coalition have abandoned us. It really is a damned if they do, damned if they don't situation.
