Underage drinking

I opened up the newspaper this morning and saw a story and photo from the memorial service of a young man who went away to college and died of alcohol poisoning at a frat party. He was only 18 years old. It was a tragic and sad story. I was originally going to write about fault, but now that I think about it, I'm sure the parties responsible will not only be punished, but are probably extremely remorseful. Instead,what can be done about underage drinking, specifically in a college environment? When I was in college, parties which served alcohol were screened, meaning that alcohol was served only to those of legal drinking age. I doubt this practice was followed at this party. But is this a good enough way to control the alcohol flow at parties? or should all fraternity and school sponsored events be alcohol free since roughly half the students are not old enough to drink?
