do you think the pennalty for cruelty to animals is too light?

whys is it if you beat a person you're put in prison, yet if you beat an animal then you just get banned from keeping pets and maybe a fine??

chinmayi because animals may not lodge an F.I.R. by its own & need a human to prove the crime alleged against them
