paypal fees

has paypal started to charge fees now for personal accounts? I have an personal account and today I received 1$ from an ptc site but the net amount I received was only 0.66$. paypal charged me a fee of 0.34$ that is 34%.

getchiranjit According to my knowledge alert pay charges on net amount, not sure how much, but I think it'll be less than 34%. Responses will welcomed on this issue.
