Must you pee on the wall?

I really do not understand why some city are very strict when it comes to smoking. like in davao city, you can be arrested for smoking in non-smoking areas. there's a strict city ordinance that supports it. however, when it comes to peeing on public. like public walls or private walls as well, i have not seen the government doing anything for that. i know it is a part of nature calling to us that we must release some waste from our bodies. But please? must we pee on walls? or in public? why is it ok for people, specially men to pee in public? what? they think just by standing backwards from the people makes it a private thing? of course not. i have heard from someone that there is actually a law that is against peeing in public. however, i have never seen it been practiced nor have i seen anyone reprimanded for peeing in public, well at least from our country, the Philippines. how about people in other countries? what action does your government do to stop this? because signs here don't help. when you say don't pee here, they'll surely pee there.
