when would be the best time to buy rares?

ok, i know that to get a santa hat at the best price is around this time of year, it's well after christmas and nowhere near this years christmas, so the price drops a little.
but what about other rare items like party hats? when is the best time to buy them, do they variate in price depending on what time of year it is?
i know they original easter eggs that were tradeable cost a lot more near to easter, and pumpkins are more near hallo'een.
oh and which is the lowest priced and the second highest priced phats? (except blue, i know that's the most expensive thing ever in rs! lol)

There is no "good" time to buy a party hat... You just have to land the "Right deal."

i agree with you, though i dont see wats so special about them. Yes they are rares but other than that they're truly worthless. If people wouldnt want them as much party hats would worthless. Personally i think they look ugly and i'd rather have a santa.

Party hats don't vary much. You can get a better deal on them by the time of day. either really late at night or early morning there aren't many people on so the demand drops. A seller during that time would probably have to be desperate to post it then and thus more likely to make a deal. I think the red or white phats are #2 since they match dragon armor or white mystic and such.
