What will you do when you just bought some low quality goods?

Once you bought some low quality goods even it has rotten in the supermarket,what will you do to preserve your rights?

It is very difficult thing to solve it in our place.Even it has some government department to deal with this problem.No time and no the energy to struggle with the dealer.
