do you consider 1cemail and other 1 c email paid sites scams?

i have joined sites like these a while back and they have low payouts of $2 and 1c for each email but ive only received about 2 emails per day. So it would take forever to get to payout. Has anyone else tried these sites? would you consider them scams?
