How do you add Subtitles to a Video for DVD Player?

most of the world dont use english as their native language - so adding a subtitle to a movie you create or download from the net is necessary. but what freeware is there (or what you recomend?) that can do 3 function we need all at once? 1. take the dvd ready-made files play them on the pc with a subtitle file like *.srt for examle and preview it - in order to dynamically sync it with the real speech of the movie?? 2. and then to turn it to *.sup binary subtitle file for dvd players. 3. plant the *.sup file in the right directory of the prepared dvd files we copied/downloaded. if i just had that all my family could enjoy translated movies without the need to wait and wait and finally watch an untranslated movie out of despair.
