According to the guidelines that information is not disclosed to the members as to who rated us +,-or! Yes, we are suppose to rate other peoples discussions as well as our own, but you don't have to rate them. If the contributed to the discussion, I give them a +. I, personally don't give -'s unless it is a one word answer or has nothing to do with what you are discussing. The ! is for reporting someone breaking the rules in some way. It doesn't matter if it is your discussion or someone else's.

if you found the answer was good + if you thought it was a bad answer, lacked content - and if you thought the person was abusive mean or rude !
no you cannot see what somebody rated you
I only rate on people that answer my discussions, it is too much to rate everyone who responds to any discussion.

Not that I'm aware of personally.
I'm guess we start with nothing and work ourselves up but this could be different.
2nd question; We are supposed to read the whole discussion and praise those who are doing/ posting quality responses or at least meaningful ones.
