Charity while travelling

When I travelled last year, the guide books advised that we should ignore the people begging on the streets because sometimes they are 'con' artists. But somehow when I see them in their tattered clothes and babies in tow, how can you stop your heart from going out to them, even if you don't know whether they are genuine?
