Would you hire outside applicants or choose from your existing employees?

I have once applied to a position in a prestigious bank here that I'm really interested in but the person in the Human Resource said that the position is only open to their employees who are interested and not to outside applicants. If you are part of the Human Resource of this company, would you choose to limit the applicants of a certain position only to your existing employees or would you open it to other applicants who might be more suitable for the position?

Hi. Its nice to see your discussion. Well, I would like to add here that certain organizations have their own HR policies and their code of conduct too. Where I am working is a place like that. They have a well organized Human Resource Department. They have both in-house and outside job vacancies. I think if you are seeking job application through media then it must be clearly mention the criteria for selection, the eligibility, the age limt and likewise. Well, here they are also have a In-House job concept but it is clearly mentioned for those posts. Sorry to learn that the Bank refused to entertain you as a candidate. Thanks for discussion too.
