My children have been taught from an early age that if they take off running while we are in a store I will grab them by the hand and walk out. When we get home I will punish them. My children know that if the misbehave in public I will punish them by refusing to allow them to get treats. If they are well behaved in a store I will normally buy them a small treat to say reward them.

The first thing I would do before walking to the mall or market, Is look them straight in their eyes and tell them with a firm tone of voice, I don't want you running around. and if they don't listen, when you get home punish them by taking something away that they like. and next time do the same thing and see if that works

Well, you just got to discipline your kids to listen to you and know when they shouldn't run off and especially in public.

I think that parents who have to chase after their child in a public place lack parenting skills. It doesn't take much to teach a child to hold on to an adults hand as the walk. I don't blame the children as much as I do the parents. The parents are the ones who are surpose to teach their children right from wrong. Also a parents job is too keep their children safe. How safe is it to allow your child to run around, you don't know what might happen.

You are correct but what about those who does not listen to their parents as we call them stubbourn, are the parents in this case are still negglegeeble or they are incomplete in their parenting skill or they are lasy in caring their kids, anyway thanks for responding.
