Small Painted pottery vase with unknown hallmark on bottem

Hallmark is an Eagle with wings spread with an arch of 7 diamonds between the wingtips stamped on the base of pottery vase. below eagle are the letters f & sl between two blurred illegible marks. Below these letters is "ENGLAND". Vase is about 8 inches tall with small opening at top for one flower. Base is 3 and 1/4 inch diameter and bottem bellows to about five inches. It is gold with green floers and appears to be hand painted.
