Lots of still pictures, how can I add moving effects into them?.?

The program I recommend is Microsoft PhotoStory. It can insert the "Ken Burns effect" to photos, dissolves and put in background music. It outputs to video format.
The best part is, it's a free program if you have Windows XP.
