Promoting a web site

I just want to find what is the best way to get people to come over to your site for free. I have joined some traffic exchange programs but those take up a lot of my time in order to get traffic for free. Do you know any program or any thing that you can do to your sites in order to get really lots of visitors?
I know many have mentioned so many things here in mylot but i hope to get more direct answers from those who know the secrets.
