Skimpy bikini verses bra and panties

Why is it against the law for a woman to wear bra and panties outside but they can wear a bikini that covers a lot less? This is something I have never understood. I can wear a bikini top that leaves little to the imagination, one that I am almost falling out of and a bottom that shows both cheeks and walk down the sidewalk but if I were to even step out of my house in a bra that completely covers and "granny" panties, I can be arrested for indecent exposure.
Anyone else think that this is wrong?
